Boston mayor Tom Menino has offered to help the struggling African American Newspaper The Bay State Banner by offering them access to a $200,000 loan. The loan would be from the Boston Local Development Corp., a private nonprofit administered by the Boston Redevelopment Authority that provides cash to struggling small businesses.
